After prayerful discernment, in a true spirit of mercy promoted with the celebration of the Jubilee Year of Hope, I, Most Reverend Frank J. Caggiano, fifth Bishop of the Diocese of Bridgeport, have determined that a portion of the parish debt owed by our parishes to the Diocese will be forgiven in the following manner:
