BRIDGEPORT—Bishop Frank J. Caggiano has announced the appointment of Father Rolvin Romero as Judicial Vicar of the Diocese of Bridgeport, and the appointment of Father Arthur Mollenhauer as Episcopal Vicar for Canonical Affairs. Both appointments took effect on July 1, 2026.
Father Romero joins the Diocese of Bridgeport from the Diocese of Brooklyn, where he has served in canonical ministry. As Judicial Vicar, he will lead the day-to-day work of the Diocesan Tribunal, the office that accompanies Catholics through marriage cases and other matters governed by Church law.
Father Mollenhauer has served as Judicial Vicar and has led what Bishop Caggiano described as a “remarkable turn-around” of the Tribunal during his tenure. In his new role as Episcopal Vicar for Canonical Affairs, he will continue to serve the Diocese in canonical matters at a strategic level, working alongside Father Romero and the Tribunal team.
“The Tribunal today is more responsive, more pastoral, and more capable than it has been in many years, and that is the fruit of Father Art’s leadership,” Bishop Caggiano said. “I am deeply grateful that he has accepted this new role, and I am equally grateful to welcome Father Romero, whose experience and pastoral heart will be a real gift to the people we serve.”
